President Evo Morales rode a rubber raft through the city of Trinidad but stopped short of declaring the floods a national disaster. He has promised money to help rebuild but that's as far as he is willing to go. Instead he is declaring it a "regional disaster to avoid potential legal loophole in planst to redistribute almost a fifth of Bolivia's land to the poor.
