In a historical move, mobile communications provider Nuevatel of Bolivia agreed to put an international roaming agreement with Azerbaijan-based Azercell Telecom. Due to persistent pain on ears and headaches, Bolivian President Evo Morales plans to undergo a nasal surgery recommended by his doctors to correct his health problems.
